How do I turn on the Team Fortress 2 developer console?

In Steam, add `-console` to Team Fortress 2 launch options. In-game, open Options → Keyboard → Advanced and enable the developer console, then bind a console key if tilde is awkward on your layout.

On a local server you control, run `sv_cheats 1` before cheat-protected commands. Matchmaking blocks those commands.
